BTC, A Subsidiary of KeyTech, Announces Changes To Their Operations Department

Hamilton, Bermuda: 23 December 2002 - KeyTech Limited (KEY) advises the Bermuda Stock Exchange (BSX) of the following:

Michael Tucker, Vice-President of Operations at BTC, has decided to leave the Company to pursue other options within the telecommunications industry effective immediately.

Averylon Simons, vice-President of Government and Carrier Affairs will also assume the responsibilities of Actng Vice-President of Operations.

Mr. Tucker, a chartered engineer, said of his two and a half years at BTC: "I have very much enjoyed working within the BTC family and have made many friends. I wish all my friends and colleagues every success in the future."

BTC President and CEO Francis Mussenden says, "I have found Mike Tucker to have a wealth of knowledge regarding the engineering aspects of the telecommunications industry and I wish him well in his future endeavors."
