Global Crossing Names Thomas J. Goff Senior Vice President of Corporate Communications

Hamilton, Bermuda: 3 July 2000: Global Crossing Ltd. (Nasdaq: GBLX, BSX: GBLX.BH), which is building and offering services over the world's most extensive global IP-based fiber optic network, has named Thomas J. Goff to be Senior Vice President - Corporate Communications, reporting to Leo Hindery, Jr., the company's chief executive officer.

Mr. Goff has spent over 15 years in corporate public relations, most recently serving as Vice President of Media Relations at Global

Crossing, a post he has held since January of 1999. Previously, Mr. Goff was four years at Atlantic Richfield Corporation (ARCO) where he

was Director of Media and Public Relations, and ten years at Lockheed Corporation as Manager of Advertising, Manager of Internal Communications and Annual Report Editor.

Mr. Goff is an award-winning editor, television producer, and investigative reporter. He was a reporter at Fortune Magazine, senior editor of New York Magazine and articles editor of Esquire. He is, in addition, the founding editor of Corporate Board, the premier review of directorship practices published in the United States.

As an officer in the U.S. Army Reserve, Goff served as a Captain in the Military Police Corps and was on the command staff of the Rainbow Division of the New York National Guard during the violent riots that followed the New York City blackout in the summer of 1977.

Mr. Goff has studied at the Vatican's Gregorian University in Rome, Italy. He has a bachelor's degree in Political Science from California State University at Sacramento, a law degree from the

University of California at Davis, and has published in that law school's law review. He is a native of Sacramento, California.
